Where to start with the localization?

Hello Everybody
I am new to this kind of activity. So, please pardon me if I ask something unusual. I have a great interest in GNU/Linux. I want to give some of my effort in this kind of localization activities. Can someone tell me where I should start? What all skillsets do I need to go ahead? How much will I have to devote a day for this kind of effort?
